MLO Oversight Committee

  • The Citizens' Oversight Committee is responsible for ensuring the actual spending of the funds from the proposed mill levy override is consistent with the intent of those funds. This committee is being formed to ensure the transparency, openness and fidelity of District 6 officials in the spending of the proposed mill levy override revenue. The committee members will ensure that district officials are accountable for fulfilling the promises of the November 2017 District 6 ballot measure, if approved.

    The Citizens' Oversight Committee will be comprised of 4-8 District 6 residents from diverse backgrounds with diverse experiences and will be selected by representatives from the District Accountability Committee, Business Advisory Committee, and Greeley and Evans Chambers of Commerce. The Chief Financial Officer and the Finance Director will be included in advisory positions to the committee. The remainder of the Citizens' Oversight Committee will be residents and taxpayers of the school district. There will be representatives from Evans and Greeley. The Superintendent or other executive leadership will participate at the request of the committee. The committee will establish bylaws which will govern the actions of the committee, and members must be willing to sign an ethics policy statement.

    The committee will meet quarterly throughout the next seven years - the life of the proposed mill levy override. The first meeting will be in early 2018. Applicants must commit to serve for at least the first two years of the implementation of the mill levy override. In later years, should vacancies occur, applications will be re-posted and new applicants will be considered to fill open positions.

    Members of the MLO Citizens Oversight Committee:

    • Michael Frick of Greeley. Mr. Frick is a retired CPA partner who has lived and worked in Greeley for more than 40 years. He has been involved in a number of community volunteer activities including the Greeley Chamber of Commerce and as a board member of both NCMC, Inc. and Banner Health. He is married to Patty Swanson and has two adult children living in Denver.

    • Gary Fuentes of Greeley. Gary Fuentes, is a Community Development Mortgage Banking Officer with BBVA Compass. He was born and raised in Greeley. He is a husband and a father to two boys ages 4 and 2. Gary completed his Liberal Arts Associate's degree at Aims Community College and is now attending Colorado State University Global Campus majoring in Organizational Leadership. He understands that it is vital to continue to improve our communities and it begins by nurturing our youth.

    • Dr. Kenneth Humphrey of Greeley. Kenneth H. Humphrey was born in Clarion, PA but he and his wife, Sylvia Cates have been Greeley residents since 1970. Both are retired from education: Ken from the University of Northern Colorado where he served as Colorado K-12 Schools Accreditation Director and Sylvia from Greeley-Evans School District 6 (Greeley West Office Manager). Prior to being at UNC, Dr. Humphrey was a District 6 central office administrator and an elementary principal at three schools in the district. The couple’s two sons, Gregory and Geoffrey, are both graduates of Greeley West and UNC. Currently, Dr. Humphrey serves on the City's Youth Commission and Golf Advisory Board and recently served on the Weld Area Agency on Aging's Advisory Board.

    • Jessica Marshall of Evans. Mrs. Marshall was born and raised in Greeley and graduated from Northridge High School and Aims Community College. She is currently pursuing a degree in marketing from Colorado State University Global Campus. She has been married for 11 years and has three children ages 9, 5, and 1. Her interest in the Citizens Oversight Committee stems from a desire to ensure that her children are receiving the best education possible in the most fiscally responsible way.

    • Leslie McGrew of Greeley. Leslie McGrew is the Program Manager of Arapahoe County Child Support Services in Aurora. She has worked in the Colorado Child Support Services program for more than 28 years, including 19 years as a leader/manager with the Colorado Department of Human Services in Denver. Leslie has lived in Greeley for 40 years, having grown up in Hawaii. She holds a Bachelor’s degree in Business Administration/Accounting from UNC, and a Master’s degree in Organizational Leadership/ Business Strategy Design from CSU. Leslie has three children and three grandchildren, all schooled in Greeley-Evans School District 6. She makes it a priority to stay actively involved with her family’s schools. Leslie also spent five years as a member of the District’s Accountability Committee.

    • Scott Rankin of Greeley. Scott Rankin is an owner of Leading Edge Financial Group in Greeley, an insurance and financial planning firm operating in Greeley for almost 30 years. Prior to starting in the financial services industry, Scott worked in the oilfield as a laborer, truck driver, and sales manager. He was a member of the D6 accountability committee in 2010 and then became a school board director and served from 2011-2013. Mr. Rankin is president of Free Market Healthcare Advocates, a nonprofit organization whose mission is to influence healthcare policy in order to restore and preserve free markets, to promote quality care, to reduce costs and to limit bureaucratic intervention. He is married to Kristi Rankin and has a daughter who attended District 6 schools from elementary through high school. He recently became a grandfather.
